February 11, 2026 Regular Council Meeting Minutes

Call to order:

The regular Randolph City Council meeting was called to order at 7 p.m. by Mayor Marie Jacob


Roll Call:

Present were Mayor Marie Jacob, Council Members Tony Price, Randy Ferguson and Keith Sande, Treasurer Sandy Nicolai and Clerk Mary Haro.

Also, in attendance was Bolton & Menk engineer, Brian Hilgardner and legal counsel Greta Bjerkness of Kennedy & Graven.


Approval of Agenda:

Motion to approve the agenda with the addition of adding the purchasing of an air compressor for Station 2 for the Randolph/Hampton Fire Department was made by Price and seconded by Sande.

All voting in favor, none opposed, motion passed 5:0.

Public Comments:

None


Prior Meeting Minutes

We will put the building inspector as an item on the March agenda.

A motion to approve the January 14, 2026 regular council meeting minutes was made by Jacob, seconded by Haro.

All voting in favor, none opposed, motion passed 5:0.

Treasurer's Report and Payment of Bills:

Motion to approve the payment of bills was made by Price, seconded by Ferguson.

All voting in favor, none opposed, motion passed 5:0.


Old Business

Pete Schaeffer – Permit Fee

There was no one in attendance at the meeting but we would like to get this completed. It was noted that they did this work without getting a permit first so that is why there are the extra charges on the permit. After discussion it was noted that they owe the entire amount and Clerk Haro will reach out to them to indicate they should pay this permit fee in full.


New Business

Deputy

The Citizens Academy is coming up and it was highly recommended to attend by Mayor Jacob. He noted they have a new app for Dakota County. Our speed sign at the end of town is not working. Mayor Jacob will reach out to Mike Slavik.


Randolph-Hampton Fire Department

Fireman Andrew Gilchrist came before the council to ask for approval to increase the benefit level for the Firemen's Retirement Fund from $3,800 to $4,500 per year of service to be effective this year.

Motion by Jacob to approve the increase to the Fireman's Relief Association Retirement Fund from $3,800 to $4,500 per year of service, seconded by Ferguson.

Voting in favor, none opposed, motion passed 4:0. Sande abstained from the vote.

Fireman Kevin Willems also asked that the deferred interest rate to stay at 1.25%. Motion by Jacob to approve the deferred interest rate to stay at 1.25%, seconded by Price

All voting in favor, none opposed, motion passed 4:0. Sande abstained from the vote.


Chris Opelt – Fire Department

Chris Opelt attended the meeting and discussed that they will come before the council for any purchases for the fire department that is over $10,000 as noted in the JPA. He indicated that they need to purchase a new air compressor for Station No. 2. He received a quote of $37,000 for a new one and their budget was only $32,000 so they looked at purchasing a rebuilt one for $14,100 which they plan to go with so they have budgeted the air compressor at $15,000

Motion by Jacob, seconded by Ferguson for the fire department to purchase a new air compressor for an amount not to exceed $15,000.

All voting in favor, none opposed, motion passed 4:0. Sande abstained from the vote.

Chris also invited the council to their annual business meeting which will be held on March 5 at 7 pm with dinner to start at 6:30. We are all invited but asked if we can give him a head count on how many will be attending a week prior to the event.


Water Tower Repairs

Marie indicated that the control panel that needs to be ordered to be updated at the water tower is over 17 weeks out so they would like to order the parts if we are going to move forward with the repairs so that we have them when we are ready to do them. Tony would like to work with Bryce to see if there are any other alternatives to the repairs so he will get together with Bryce to discuss the repairs needed to be done. Brian Hilgardner is going to check on the PPL submission regarding the water tower repairs that we need to do and will let us know if they have been submitted.


Sewer Project

Brian indicated that they have not heard anything from NGE since they had a meeting with them in December. Greta indicated they are preparing a letter to send to them. We are still looking for a schedule from them.


Council Member Reports

Randy attended a watershed meeting and indicated that anyone with wells can have a free test done.

Marie noted that Dean Sathre passed away and his service will be on Friday from 10-12 for the visitation and the funeral at noon at St. Mark’s Church.

Marie indicated that she would like to use city hall for her driver’s education class on March 6 because the school is holding a music event at the school that day.

We discussed the need to change a few ordinances such as the building code for permit to per structure and also parking on county roads during winter months. Greta will look into this and get back to us next month.

Motion to adjourn the meeting made by Price, seconded by Ferguson, the meeting was adjourned at 8:00 p.m.

All voting in favor, none opposed, motion passed 5:0.
