The regular Randolph City Council meeting was called to order at 7:00 p.m. by Mayor Robert Appelgren.

Prior Meeting Minutes
A motion to approve the December 14, 2022 regular council meeting minutes was made by Friedrich, seconded by Podritz. All voting in favor, none opposed, motion passed 5:0.
Treasurer's Report
Sandy indicated that she will work on getting the water bills sent out next week

Approval to Pay Bills
Motion to approve the payment of bills as written was made by Friedrich, and seconded by Podritz. All voting in favor, none opposed, motion passed 5:0.

Oath of Office
Clerk, Mary Haro, Mayor, Marie Jacob and Council Member Sarah Podritz were sworn into their various positions for the City of Randolph. They each read and signed an Oath of Office.
We thanked Bob Appelgren for his several years of service on the council. Thank you Bob.
Dakota County Deputy
Deputy Chao was present and asked if we had anything to discuss. He indicated that people need to keep their doors locked and garage doors closed. He indicated that the roads were icy and there were several accidents so be careful and drive slower.

Motion to approve the appointments of the committees for the year 2023 pending the approval from Reed for the civil defense director was made by Jacob, seconded by Friedrich. All voting in favor, none opposed, motion passed 5:0.
CD Interest Rates
We discussed the current rates on our CD's at Merchants Bank. We are only getting between 0.35 to 0.80 for an interest rate. Castle Rock quoted us 4.55 on 24 month CD's.
A motion to approve moving the 3 CD's from Merchants Bank to Castle Rock Bank with an interest rate of 4.5% into 2 CD's was made by Friedrich, seconded by Podritz. All voting in favor, none opposed, motion passed 5:0.
Bolton & Menk Sewer Update
Matt Blazer of Bolton & Menk gave an update on what is happening with the sewer project. He indicated that the Geo-Tech testing has taken place. The plan is to do the bidding in February and we may have to have a special meeting in February so that we can approve the plans before the bidding process can take place. He will let us know.
Tree Limb by Water Tower
Todd Carlock noted there was a tree limb hanging down that should be taken down before any injury happens. Friedrich will contact Otte's Excavating and ask them to take it down.
