February 12, 2020 Regular Meeting Minutes (approved)

Call to order: 7:02pm by Mayor Robert Appelgren


Roll Call:

Prior Meeting Minutes


A motion to approve the January 8, 2020 regular council meeting minutes as written was made by Friedrich, seconded by Podritz. All voting in favor, none opposed, motion passed 4:0


Treasurer's Report

Sandy noted that so far 48 new meters have been installed. We need to look at a way for others to sign up for the installation. She hasn't sent out water bills yet since she wanted to include a notice on how to sign up for the installation. We could do it on the City's website which would be an application and then just include an email link. We could try Facebook again and include nights and weekends. We could put an ad in the free paper to call the city to find out what times are available. Sandy can provide her email address or create a new one. Mayor Appelgren indicated he and Bryce could go door to door once people do stop signing up. We will put on Facebook first and we will go from there. We can create a water department email address but will use the city's email address.


We paid for the water meters. The money for the meters will be transferred over to the water account from the water tower repair fund. She had ordered 179 meters but we have some lots that are bare which will not require a meter at this time. Also the businesses will require larger meters which will cost more. We can return any meters that are not opened and receive a credit.


Motion: to accept the treasurer's report as written was made by Podritz seconded by Friedrich. All voting in favor, none opposed, motion passed 4:0.


Approval to Pay Bills

Motion: to approve the payment of bills as presented, was made by Friedrich and seconded by Appelgren. All voting in favor, none opposed, motion passed 4:0.


Old Business


Fee Ordinance

Motion: Friedrich made a motion to adopt Ordinance No. 2020-01 Enacting Article XVI Fee Ordinance, seconded by Podritz. All voting in favor, none opposed, motion passed 4:0.


Clerk Haro will get the ordinance published and will send a copy to Benny.


New Business


Deputy Visit

Officer Andrew Lakoe attended the meeting and asked if there was anything to be brought up to them. He had nothing to report at this time but indicated to just call them and they will be happy to discuss any item with us.


Appointment of Election Judges for Presidential Primary

Clerk Haro has a list of election judges that needs to be appointed prior to the Presidential Primary election set for March 3rd.


Motion: to appoint the Election Judges of Colleen Taubman as head judge, Heather Siebenaler, and Mary Haro for the Presidential Primary Election set for March 3rd made by Appelgren, seconded by Friedrich. All voting in favor, none opposed, motion passed 3:0. Haro abstained from the vote.


Clerk Haro noted that we do get to submit the expenses from the Presidential Primary to the State of Minnesota to get reimbursed. She also noted that other cities/townships are paying the judges at $15.00 an hour so we should think about increasing our fees so that we can find judges. Mayor Appelgren indicated that we should put this on the agenda to discuss before the next election.


CDBG Grant

We submitted an application to Dakota County for a CDBG grant for assistance with the plans for the Water Supply Plan that we must submit to the state. The Plan is something that is required to be submitted to the state and we need assistance with it.


Motion: by Haro to approve Resolution for No. 20-02 approving the application of the City of Randolph for Fiscal Year 2020 Dakota County Community Development Block Grant Funding, seconded by Podritz. All voting in favor, none opposed, motion passed 4:0.


Fire Department

Firemen Kosir and Sande came before the council to ask for an increase from $1,450 to $1,850 for the Fireman's Retirement Fund to be effective this year.


Motion: by Friedrich to raise the Fireman's Relief Association Retirement Fund from $1,450 to $1,850 for years of service, seconded by Appelgren. All voting in favor, none opposed, motion passed 4:0.


Miscellaneous

It was asked if the snow was removed from Danel and Davisson Avenues. Otte Excavating tried pushing it but that didn't work so they will remove it when they remove the school's snow.


Clerk Haro noted that we received a letter from the Randolph/Hampton Fire Department inviting the council to the upcoming Fire Department's March 5th Business Meeting. Dinner starts at 7 pm and a business meeting will follow.

Motion: to adjourn the meeting made by Friedrich, seconded by Podritz, the meeting was adjourned at 7:24 p.m. All voting in favor, none opposed, motion passed 4:0.
